The first actions taken by the U.N. was to form a commission which would monitor free and secret elections in Korea. The commission was also aimed at getting the occupied forces to withdraw from the country. Since the Soviets would not allow the U.N. into North Korea the elections had to be held in parts of the country to which they had access. Elections occurred in 1948 and the U.N. General Assembly recognized the Korean government and established another body to oversee the withdrawal of occupied forces.
