Once a state’s program is federally approved, the state receives federal coastal grant funding and may require federal activities in the coastal zone to comply with the program’s policies through a process known as consistency review” (Texas Coastal, 2000, 1).

The TCMP awards grants from CZMA funds to coastal communities who apply for grants based on various coastal projects. Texas coordinates these grant allocations and projects through its Coastal Erosion Planning and Response Act (CEPRA). The CCC has the final decision when it comes to funding various potential coastal projects. There are a variety of criteria and consideration factors the CCC explores before determining to approve or reject a request for CZMA funding. Factors such as costs, land commissioner assessment, and alternative strategies are considered before any monies are granted to coastal communities “The actual commitment of CEPRA funds for construction is contingent upon the outcome of the alternatives analysis, refined costs estimates, and the Land Commissioner’s final decision to fund based on statutory considerations. The associated local match percentage is subject to increase due to factors including but not limited to local compliance with state coastal programs and regulations” (Coastal Erosion, 2000, 1). If a local match is not found, the decision to commit CEPRA funds will be postponed for the particular project under consideration.

The CZMA of 1972 is an important piece of federal legislation when it comes to the management of the nation’s coastal and ocean resources. The CZMA represents the sole national agency that works with all levels and sectors of government to manage and address the increasing challenges on the uses of our coastal areas.
