Venezuela feels that it has sought to fulfill its Program of Action (POA) commitments through a number of measures that include: widening public access to healthcare and education; improving the government through institutional and legal reforms; and, in its efforts to build regional cooperation. However, Venezuela feels the POA is being jeopardized because of unfavorable global conditions, insufficient foreign aid, and limited access to productive technologies.
