The factors that Roll and Talbott (2003; 2001) identify as causes of the failure of some economies to develop economic growth or sustain economic growth are elements of the economic freedom construct used by Miles, Feulner, and O'Grady (2005,; 2004) in the Index of Economic Freedom. To examine the issue of the causal factors that explain why some economies never seem to achieve economic growth or sustain economic growth should they manage to develop some growth in a transitory period, this paper investigates two research questions. These research questions are as follows: First, is there as statistically significant association between measures of economic freedom and measures of national income that explain variations in national income levels among economies? Second, if such statistically significant relationships do exist, which economic freedom factors explain variations in national income levels among economies?
