Applying this reasoning to the protection of the environment has led to market approaches to solving the problem that exact charges against polluting activities, but that do not prohibit such activities (Braden, 1989, pp. 404-413). The assumption upon which such market approaches is based is that sufficiently high charges levied against polluters will result in a situation wherein the polluters will not be able to pass the increased costs along to their customers, and thus will cease the polluting activities (Smets, 1989, pp. 10-11).
