Lezotte stated that dissatisfaction in the minds of people must actually be created with the understanding that educators and students can do better. Next, steps to improve the situation must be addressed. The leader must build a vision and let followers know what is needed in the school. To achieve this goal, leaders must study current research and understand best practices as well as principles involved in human learning. All aspects of the goal must be understood by the leader and communicated to the students, parents, and teachers. Lezotte also noted the importance of being rid of old methods that do not serve the goals of the school.
