To attack the supply side, China must create an anti-piracy system to shut down all the factories producing pirated copies of CDs and CD-ROMs. The U.S. has produced a list of the factories violating the IPR laws. The remaining factories have to be cleaned up or shut down. Furthermore, in the area of enforcement, the Chinese authorities only raided retail establishments, without attacking the real source of the problemù-the producers and manufacturers who continue to engage in piracy. Therefore, these producers and manufacturers should face severe penalties for IPR violation in order to deter them effectively. Otherwise, the penalties are dismissed as part of the costs of business (Barshefsky 324).
