Mayer (1972, 14-16) as well as Holt and Turner (1970, 34-36) suggested that the relationship of economic autonomy and democracy is well-established; in theory and often in practice, as individuals with a society gain the ability to be economically self-determining, they come to expect and then to require a greater share of political power. Thus, the association between political power and economic autonomy is seen as synergistic and self-reinforcing.
The theory of culture, however, suggests that a worldview explains why and how individuals and groups act as they do (Lim, 2003, passim, 9-12). Under this theory, democratization in the target states may be most impacted by elements of culture (including religion, collectivity vs. individualism, and so on).
