The questionnaire was distributed to all non-salaried employees of four local companies with 50 or more employees, and with no union presence in the labor force. The four companies chosen were randomly selected from all known eligible companies in the area. Non-salaried workers were chosen in order to match the type of employment most often held by unionized employees. To reach respondents belonging to trade unions, the survey was also distributed at five local unionized companies. These companies too, were randomly chosen from known eligible employers. Only union members received the survey at these organizations.

The total response rate of the survey was 87% (345 surveys distributed, 300 returned). The response rate for union and non-union workers was essentially the same, with an 88% response rate for unionized workers and an 86% response rate for non-union workers. In all, information from 150 union respondents and 150 non-union respondents was gathered.
