According to the latest (2000) U.S Census Bureau Report," in California Latinos make up nearly 30 per cent of the population, with blacks at 7 per cent and Asians at 9.1 per cent. Whites now are no longer the largest ethnic group in California". While the census mainly covers ethnic grouping, the fact remains that many of these minorities have come recently to the U.S., and therefore speak little or no English. When the family speaks at home in a foreign tongue, the children are not encouraged to learn English, until or unless they receive bilingual education in school. It is important to recognize that Bilingual Education in California is not limited to school children. "The demand for English is highàEspecially among adults." (del Olmo M5) only a normal social problem, but also a very serious controversial problem, which is related to all California residents since over 50 per cent of them are immigrants. In California, the percentage of immigrants' has the highest and fastest growth than any other state. Asian and Latinos become the majority in California. This problem is becoming more pressing and necessary to be solved in California. Bilingual Education is the use of two languages, one of which is English; the other is students' native language. Bilingual Education also is a program to ensure students would not fall behind academically because of poor command of English and to gradually teach them English as a second language. Bilingual Education gives bilinguals more benefits than side effects. I am in support of using Bilingual Education in all California public schools.
