Although the manufacturing company has its operations within one state, Pennsylvania, it is dependent on raw materials from other states in order to produce its products, and it ships its output to different states in order to complete the transactions. The court held that such activities constitute interstate commerce although they are not limited to only one company in only one state.

A fundamental issue here is whether or not manufacturing is itself commerce. The manufacturing process is, by itself, probably not a commercial enterprise, but no company merely produces products for their own sake.
