The second way of Webster being a watershed is important. That is because the second way connects to abortion "advocacy" and "discourse"--i.e., "debate" and "argument." The second way means that opinions were changed from political ideas into political actions. This means, in turn, that the abortion issue was an important social problem.

More Supreme Court cases also happened in the 1990s (Calabresi, 1996). Planned Parenthood of Southeastern Pennsylvania v. Casey was in 1992. This case made the Supreme Court allow again early-term abortions (just like Roe v. Wade), before a fetus is "viable" outside pregnancy. Also, there was another case in 1992 about a state in the United States (Utah) making abortion rules. This was Leavitt v. Jane L. In the state of Utah, the government made a law against early abortions start at 20 weeks of pregnancy (Roe v. Wade said 24 weeks of pregnancy). The Supreme Court made the decision on 24 weeks after all (Calabresi, 1996, p. 18).
