These commentators argue that the rule of law is a concept which can exist in states where the dominant values have nothing to do with individual fulfillment. For instance, the dominant values in Islamic societies have to do with conforming to divine will, as expressed in the Qur'an. If one accepts that the rule of law is linked to values, then one must agree that these values need not be ones promoted by western society. Similarly, values which are secular but unrelated to personal fulfillment can be used to justify the rule of law. This would establish the existence of the rule of law in socialist societies, where the dominant values have more to do with equality of all citizens than with the personal fulfillment of individual citizens. (Walker, 1988, pp. 11-13).
