COUNTRY REPORT: DENMARK

This research was performed to develop a country report on Denmark. The emphasis in the country report is placed on the status of management and managers, activity levels in business and industry, and economic development. Where appropriate, comparisons are made between Denmark and the United States.

The investigations for this country report were performed within the context of an analytical model developed by Richard Farmer and B. Richman. There are two major sections of this model--management process and environmental constraints. The components of these two sections of the model are as follows:

1. Critical elements of the management process: (a) planning and innovation; (b) control; (c) organization; (d) staffing; (e) direction, leadership, and motivation; (f) marketing; (g) production and procurement; (h) research and development; (i) finance; and (j) public and external relations.

2. Critical environmental constraints: (a) educational- cultural variables; (b) sociological-cultural variables; (c) political and legal variables; and (d) economic variables.

The advent of the Single European market within the European Community, of which Denmark is a member, has caused Danish firms to begin planning for Community-wide expansion and joint ventures as a means of remaining competitive. In the context of internal law, actions by the member states of the European Community and the rulings of the European Court of Justice have created a situation which is consistent with a conception of the European Community as a union of states. Such decisive developments, however, have not occurred with respect to the external relations of the European Community. The Single Act of Luxembourg, which, by 1987, had been ratified by all European Community member countries, is the vehicle which is designed to bring about the complete economic integration of the communities. The Single Act was implemented on 1 January 1992. Common European Community responses to international political crises, defense, and other matters are also envisioned by the Single Act. This part of the act, however, causes Britain, in particular, to worry about its traditional independent freedom of action in foreign affairs, and Ireland to worry about its constitutional neutrality. To get unanimous assent from the 12 member countries to the Single Act, it was necessary to insert a clause into the Act which enabled member countries to opt out of an action, if they felt it was detrimental to their national inte
