COUNTRY REPORT: DENMARK

The investigations for this country report were performed within the context of an analytical model developed by Richard Farmer and B. Richman. There are two major sections of this model--management process and environmental constraints. The components of these two sections of the model are as follows:

1. Critical elements of the management process: (a) planning and innovation; (b) control; (c) organization; (d) staffing; (e) direction, leadership, and motivation; (f) marketing; (g) production and procurement; (h) research and development; (i) finance; and (j) public and external relations.

2. Critical environmental constraints: (a) educational- cultural variables; (b) sociological-cultural variables; (c) political and legal variables; and (d) economic variables.

In the context of internal law, actions by the member states of the European Community and the rulings of the European Court of Justice have created a situation which is consistent with a conception of the European Community as a union of states. Such decisive developments, however, have not occurred with respect to the external relations of the European Community. The Single Act of Luxembourg, which, by 1987, had been ratified by all European Community member countries, is the vehicle which is designed to bring about the complete economic integration of the communities. The Single Act was implemented on 1 January 1992. Common European Community responses to international political crises, defense, and other matters are also envisioned by the Single Act. This part of the act, however, causes Britain, in particular, to worry about its traditional independent freedom of action in foreign affairs, and Ireland to worry about its constitutional neutrality.
