Drew notes that another problem of the Clinton Presidency is that he entered office with such high expectations, expectations which simply could not be met in the real world of politics. As Drew writes, "The truth was that as the confident new President took the oath of office. he, his wife, and his staff had no idea how unready they were to govern. Nor did the public" (20).

In other words, the Clinton administration was burdened not only by their own unrealistically high expectations, they also had to deal with the same sort of expectations on the part of the public. These were, however, expectations which Clinton himself had erected. He had promised a Presidency based on radical change, and now he had to deliver. The delivering of change, as it has turned out, has been far more difficult than the promising.

One Clinton tactic which has slowed his administration has been his insistence on surrounding himself with associates who had little or no experience in maneuvering the complex pathways of Washington politics.
