The idea of reforming bureaucracies went beyond commentators and entered the political arena with the 1992 presidential election. Bill Clinton and Al Gore campaigned on a platform which called for the "reinventing of government," making it more responsive to the needs of the people and more efficient with the use of resources. They suggested that market principles had to be introduced into government, whereby institutions would act as thought they were dealing with customers. After Clinton was elected, he continued to expound this goal, sending Gore on a trip around the country in order to gather support for the ideas. Under the administration proposals, the public would become customers and the government agencies serving them would receive and display performance targets (Reform Onslaught, 1993, pp. 21-23). In addition, government agencies would be forced to compete with private contractors in providing many types of services, while government employees would lose much of their employment protection.
