1990 Association President Norman D. Flynn commented on the division of responsibility between local boards and the National Association in a speech to the National Association of Real Estate Editors:

The National Association should be dealing with national legislative and regulatory issues. The local boards and state associations can't comfortably spend their resources on such matters. And if we're going to be efficient and effective nationally, we can't have a cacophony. We need a clear harmonious voice, and the National Association can speak much more clearly than local groups with narrower viewpoints (Koslowsky, 1990, pp. 10-17).
