During the 1992 presidential campaign, Clinton pledged to "end welfare as we know it." However, the President and the Congress remained deadlocked over welfare reform until the summer of 1996. The most significant development during this period was that the Department of Health and Human Services (HHS) waived federal AFDC requirements to permit 32 states to implement 'demonstration' welfare reform projects. A number of states, faced with middle class tax revolts and declining tax revenues, had begun experimenting with alternative approaches to welfare during the late 1980s. For example, Wisconsin under Governor Tommy Thompson had since 1986 begun imposing tough work requirements on state welfare recipients.
