It would force parents to deal with the problems facing their children and would force parents to take a more active role in the education of their children.

Giving more F's to those who deserve such a grade would also send a message to administrators, politicians, and school boards as to how the public wants its educational dollar spent in a more effective manner. The costs would be more acceptable if people were getting something worthwhile for their money, which they are not at the present time.
