Still, the basic issue seems to be money and power, including who has control over physician incomes and basic services provided in the health care system. The government accuses the physicians of inflating their incomes by conducting more costly procedures than are needed, while physicians accuse the government of trying to take over and crippling the health care system (Pressure points, 1998). Clearly, the physicians want to maintain control, or regain control, over the health care system, while the government wants to wrest control away in order to control services and costs.
