Outcomes of Prior Efforts to Resolve the Problem
One route to the solution of the funding problem for parks and recreation adopted by the City of Los Angeles is the contractingout of the management of parks and recreation facilities. A different approach was adopted by the City of West Long Beach, in which a major corporate resident of the city, ARCO, assumed an annual responsibility for the provision of new equipment and the conduct of general refurbishment to the city's Admiral Kidd Park. ARCO entered into this arrangement with the city as a means of giving something back to the city in which the corporation operates. Los Angeles County successfully engineered the passage of Proposition A in November 1992 to fund parks and recreation expansion, improvement, and operations. Proposition A provided $540 million for the Los Angeles County Department of Parks and Recreation.
