The United States strengthened its embargo against Cuba during the first term of the Reagan Administration (Rudolph, 1987). In the fall of 1990, Congress passed a law prohibiting foreign subsidiaries of American companies from engaging in commercial trade with Cuba. Canada immediately announced that country would not permit Canadian subsidiaries of American companies abide by the American law, should it be signed by President Bush.

Canada also lobbied President Bush to veto the law, as a means of precluding the development of a diplomatic dispute between Canada and the United States which might prove to be harmful to the CanadianAmerican Free Trade Agreement. President Bush vetoed the bill, on the grounds that it would attempt to extend American law beyond American borders.
