A similar situation applies to many, perhaps most, of the individuals who will be phased back into the civilian sector of the economy as one consequence of a military scale down. The sole source sole customer concept often applies to such indivi duals, as well as to firms. The skills of a nuclear artillery fire direction officer, or of a search and destroy helicopter gun ship pilot are not easily transferable to civilian pur suits. The economy as a whole, as well as the individuals involved, would benefit, if the talents and skills of such individuals could be used without extensive retraining.
