In the past ten years, federal support for university R&D has grown by 95 percent nationally, but has grown by only 67 percent in New England. Universities also receive funds from state capitals and municipalities, but in New England these supplied under three percent of such R&D funds, compared with eight percent nationally ("The state of New England: A fact sheet," 1999).
New England has many of the problems in its K 12 educational system as other regions. Recently, courts in Vermont and New Hampshire ruled that the great local variations in school funding caused by an over reliance on local property taxes are unconstitutional ("The state of New England: A fact sheet," 1999).
