While Pakistan and the UAE are nearly as strict as Saudi Arabia in their adherence to Islamic law, there is great potential in the traffic between Saudi Arabia and Egypt and Saudi Arabia and India for information to enter Saudi Arabia that is unapproved and outside the norms of Saudi society.
Even more problematic, of course, is traffic between Saudi Arabia and Western Europe or North America. A member of one of the Saudi Internet clubs noted that the group agreed to ban sex, religion, and politics on the Internet in order to conform to local laws. However, he noted, when someone downloads from North America, that might include a discussion of God, and the discussion tends to go from there. All of this is outside of the control of the authorities, and almost despite the general conformity of the Saudi population (Georgy, 1996).
