For many years, NASA participated in SETI projects, helping to refine radio astronomy technologies and redirecting the parameters of the sky search. In 1988, a new program strategy emerged from the Jet Propulsion Laboratory (JPL) and the Ames Research Center in Pasadena, California. This became known as the High Resolution Microwave Survey (HRMS) or Project Phoenix. This differed from past SETI surveys in its scale and scope. Ames proposed to examine 1000 Sunlike stars in a targeted search area, looking in particular for weak or sporadic signals. JPL would systematically sweep all directions in an allsky survey. The allsky survey would search the entire sky using the 1to10 Ghz window that newer equipment afforded (Thurber, 1995, 1). Millions of dollars were spent developing receivers capable of listening to 28 million channels simultaneously (Shostak, 1995, 2).
