Merely because each citizen has access to the same quality and standard of education as the next citizen does not guarantee that each will attain the same level of performance and/or success. However, education plays an important role in attacking the roots of inequality by helping people affirm their dignity as human beings and develop the skills and resources to control their lives in the larger society (Gollnick & Chinn, 1990, p. 27).

Moreover, equal access to quality integrated education is the most important issue facing the United States today because access to quality education affects most other opportunities for discrimination (Meier et. al., 1989, p. 136).
