aughtered the Tutsis with the intention of genocidally eliminating the Tutsis from the face of the earth. This was not inter-tribal chaos and anarchy in Rwanda; this was the systematic murder of innocents by those in power for the purpose of wiping those innocents from the ace of the earth.

Destexhe does not merely want us to honor the victims of the Rwanda holocaust. He wants us to see that if the world does nothing about that holocaust, just as it did nothing about the Armenian holocaust, then another holocaust will take place in he near-future, just as the Jewish holocaust followed the genocide of the Armenians.

For that reason, the chapter entitled "Justice Must Be Done," is the most significant. The other four chapters, along with the two Appendices, are all integral to the power and logic of the book, but without the final chapter on justice the book wou
