rnational observer and verification commission (CIVS). By 1988, the Contras and the Sandinista government had negotiated a cease-fire. The United States was losing interest in the Contras as the Cold War wound down. It ended aid to them in 1989.

Very little progress was made until the Sandinistas were voted out of power in February 1990. Although the UN General Assembly supported Esquipulas II, CIVS, which was composed of UN, OAS, Contadora, and local government representatives, was cumbersome and ran afoul of resistance by various parties to international verification activities. The Security Council set up ONUCA in November 1989 but its deployment and clarification of its mandate was delayed by continued fighting in Nicaragua. Its initial mandate was confined to monitoring cross-border infiltration of arms.
