The exclusion of white collar crimes in the UCR's major crime index may lead to a vicious cycle in underreporting because police departments tend to allocate resources to those crimes that are the most highly publicized. Even though major fraud tends to have a higher dollar cost than violent crimes, some police departments may be reluctant to investigate them because they do not go into crime statistics. A study by the U.S. Department of Justice concluded: "Law enforcement agencies do not routinely collect reports of white-collar crime . . . relevant data are not readily available" (California Senate, 1994, p. 59).
Another indicator of crime is the National Crime Victimization Survey (NCVS). The NCVS is sponsored by the Bureau of Justice Statistics of the U.S. Department of Justice.
