986 and 1989; the press was given more freedom. Deng and his group were willing to risk political liberalization gradually to win and keep the support of the people. This all changed after 1989. Deng's group did not have the strength to fight the hard-liners after Tiananmen square.

Deng's new policy was to achieve political and social stability by promoting rapid economic growth. Improvements in a person's material status can placate social discontent. The new policy has experienced initial successes and some problems. If the government can resolve the difficulties and insure a successful transfer of leadership, China should one day become a modern industrial state.

The positive changes that ensued after allowing market forces to work in the agricultural section of the economy after 1978 were not lost on the leadership (Zhang, 1994, p. 276).
