Much of the concern over corporate ethics developed because of perceptions that multinational corporations were operating in a different business environment, an environment outside the borders of the United States and so less subject to U.S. laws or methods of scrutiny and monitoring. Many critics point to the problem of the bribery of public officials in foreign countries, and some in the business community have defended this practice as a form of business as usual in these countries. The argument is that American companies have no choice but to go along with these practices
