Still, in spite of reports from the Texas Department of Criminal Justice that prisoner education reduces recidivism, the Department actually cannot support such claims with reliable and current data. Thus, a research study is proposed, the objective of which will be to determine the extent, if any, to which prisoner education reduces recidivism among adult prisoners in Texas.

An hypothesis will be tested in relation to this research objective. One could hold that, in those Texas prisons where prisoner education is available, the recidivism rate should be lower than in those Texas prisons where prisoner education programs are not available.
