There are 53 Republicans in the United States Senate, along with 45 Democrats, one independent, and one seat is vacant. The vote against the CTBT was 51 to 48. All 51 of the senators voting against the CTBT were Republicans. Of the 48 senators voting for the treaty, 45 were Democrats two were Republican, and one was an independent. The partisanship of the CTBT vote, thus, is not n question.
