Blum discusses the opinion of coaches, who are concerned that the new rule will encourage underclassmen to leave school and enter the draft. However, a collective bargaining agreement between the NCAA and the NBA gives a team the rights to a drafted player until one year after his eligibility in the NCAA expires. In this way, a team that drafts a player during his junior year who chooses to return to school rather than play has the right to that player for the next two years (the player's senior year, which is the last year of his eligibility, plus an additional year). Because of this, some coaches consider the new rule to be of little importance in the overall considerations of whether students will leave school to join the NBA.
