Memo to: President Mohammed Egal, President, Somali Republic
Realizing that the Republic of Somaliland is still not a reality, and that your nation is listed as having "no functioning government", there are several steps to be taken to assure a smooth transition to an ideal republican form of government where the legislative branch cooperates and works on the same level as the executive branch. One should start this series of suggested actions with the words of the American President, Franklin D. Roosevelt, who, at the outset of his term at a time when there was financial depression and political divisions, said "The only thing we have to fear is fear itself."
Right now, most of Somaliland is living in a time of uncertainty and fear. The fear is exacerbated by warlords in various parts of Somaliland. There is fear among the factions in Mogadishu with that "transitional government," your own claims as President of as country no one yet recognizes, and the distrust of any government, based on historical problems, by the people of Somaliland. Many within and without your country see this republic as merely a region of the failed state of Somalia. It is important for all citizens to know that you "oversee a state that ruins as efficiently as many states on the African continent" (Hearing 2001 1).
To assure a dedicated, aggressive and progressive legislative body, here are steps that must be taken:
Representation in the legislature of every factor, faction, and region of the nation- whether they agree or oppose you. This means holding some form of election immediately, including minions of the warlords and other sectors.
A swearing-in ceremony which pledges these legislators to defend the rights of all people, and to promote your Republic as the true representative of those people.
