Among those in favor of Megan's Laws is Mayor Michael R. Bloomberg of New York City, who announce in January of 2003 that several city and state agencies would closely scrutinize the worst of the city's convicted sex offenders in a new program called the Specially Targeted Offenders Project (Rashbaum, 2003). This program coordinates the efforts of district attorneys, the police department, city probation and state parole officers, criminal justice personnel, and the city's criminal courts.
