Megan's Law

e Connecticut law was unfair, as ex-offenders should be entitled to a hearing before their names and faces are posted on the Internet (Savage, 2002).

Among those in favor of Megan's Laws is Mayor Michael R. Bloomberg of New York City, who announce in January of 2003 that several city and state agencies would closely scrutinize the worst of the city's convicted sex offenders in a new program called the Specially Targeted Offenders Project (Rashbaum, 2003). This program coordinates the efforts of district attorneys, the police department, city probation and state parole officers, criminal justice personnel, and the city's criminal courts. It is overseen by the mayor's criminal justice coordinator, John Feinblatt, who says that the new coordinated efforts will put past sex offenders under a microscope, attention that he feels is important because "We know two things about sex offenders: one is that they have a high rate of recidivism, and the second is that when they do harm, the harm is catastrophic" (Rashbaum, p.4).
