There are many stakeholder groups associated with the policy of health care access and rationing in the State of Arizona. First and foremost, there are the residents of the State of Arizona. Each resident of the state has personal health care needs, expectations concerning those needs, and, in the vast majority of cases, limited personal or household resources with which to provide for those needs. Second, there are the taxpayers in the state of Arizona who must in great part fund health care access in Arizona for some elements of the population. Third, there are the taxpayers in the remaining states of the United States who fund federal government contributions to health care services provided for some elements of the population in Arizona.
