In a typical organisation, processes evolve over time and their legitimacy and procedural rationality are seldom questioned. There is seldom an assurance that the people involved in a particular process fully understand how the related functions participate in that process. By definition, however, the overriding characteristic in a learning organisation is the intense desire to learn.
