The coastal area experience mild, wet winters (annual rainfall ranging from 267-to-400 millimeters), while the arid southern part of the country receives virtually no precipitation. Temperatures along the coast range from an average 11 degrees Celsius in January to an average of to an average of 27 degrees Celsius in July. Temperatures in the southern part of the country range from unspeakably hot in the summer to uncomfortably cold in the winter.

Libya's population in 1990 was estimated at approximately four million persons (Hunter, 1995, p. 881). Approximately 65 percent of Libyans reside in urban areas.

Arab-Berbers, a mixed ethnic group, comprise 97 percent of Libya's population (Berry, 1991b, pp. 61-116). Some pure Berbers, Tauregs, and black Africans also are found in Libya's population, along with approximately 250,000 aliens. The country's official language is Arabic, although English is widely used in both commercial and governmental activities. Italian, French, and some Berber dialects also are used.
