Wildavsky stated that there is only a small number of experienced big-city leaders to fill the new openings and superintendents tend to move from position to position. For example, Bill Rojas, headed San Francisco's schools until quitting due to controversy and then taking a job as head of the Dallas schools with a salary of $260,000 (more than any other superintendent, nationally). Despite the controversy he is experiencing in his Dallas position Mr. Rojas is also being considered for L.A. and New York jobs.
