t the denuding of rain forests in Brazil and the entire Amazon region, the polluted air in Indonesia, Mexico, and Japan, little tough action has been taken in terms of international law. One reason for a lack of a solid legal effort is that the oceans, air, and Antarctica are considered "international regimes", namely

territories regulated by all states ora.the international community. Nowadays, it is recognized that there may be call for international regimes not only over these common spaces, but also over national territory when activities have global effect, most notably upon the international environment (211-12).

All told, the territorial questions today, from a legal standpoint, seem much like the view of local authorities who feel that what persons do in the privacy of their homes should not be the concern of law enforcement, until and unless it interferes with the rights and peace of their neighbors. In the case of territorial integrity, then , international law seems to follow a "don't ask, don't tell" policy.
