The 1899 Convention was revised at the Second Hague Peace Conference in 1907. There are currently 95 states that are parties to one or both of the Conventions. Each Member State may designate up to four arbitrators, known as "Members of the Court." Parties to dispute resolution may, but are not obliged to, select arbitrators or other adjudicators from among this list (Permanent Court of Arbitration, 1999).

The PCA is located in the Peace Palace in The Hague. The same building, interestingly, accommodates the International Court of Justice, The Hague Academy of International Law, and one of the most comprehensive international law libraries in the world. The PCA has the status of a Permanent Observer at the United Nations General Assembly and a strong history of collaboration with the United Nations (Permanent Court of Arbitration, 1998).
