Similarly, if the death penalty were made automatic and so became a more common punishment, the public would tire of the matter shortly and allow the punishment to go almost unnoticed. The deterrent effect would therefore be reduced as well, for such a punishment is a deterrent as long as it is feared. The routine is not feared as much as the unusual.
