Comparative Technological Assessment LITERATURE REVIEW The purpose of this

ational application, or, if it is feasible for organizational application, that it will be feasible for application in every organization. The costs involved, as one example, may dictate against its use. The telecommunications needs of organizations vary, and the telecommunications technology adopted by each organization must be consistent with each organization's needs.

Advances in electronic transmission technology have revolutionized most communications requirements. Accuracy, timeliness, and cost are critical factors associated with the communications function of business, professional, governmental, and military organizations. Cellular technology can, depending upon the specific requirements of an organization, perform well with respect to each of these factors.

Most business, professional, governmental, and military organizations using cellular telecommunications technology find that, over the longterm, advantages outweigh disadvantages (Sullivan, 1989). Downtime potential is one of the disadvantages associated with cellular technology (Mandell, 1989). While it is not an outright argument against the use of cellular technology, it is a warning that cellular technology, as is true of any advanced technology, requires effective support, if efficient operation is to be expected.

Cost can be another disavantage for some users, depending upon the specific charactistics of an organization's telecommunications needs (Hof, 1990). Costsboth equipment acquisition, and usage timeare on the way down for cellular technology applications (Keller, 1988).

Security can also prove to a significant disadvantage for some potential cellular technology users (Brady, 1990). Cellular transmissions are far more easily intercepted than are cableconnected telecommunications transmissions (Mandell, 1989). Further, legal constraints on the interception of cellular transmissions are both murkier and weaker than those wh...
