2. Does the process by which environmental protection laws and regulations are applied to the activities of the Department of Defense provide for adequate accountability on the part of Department of Defense public administrators?
The significance of environmental protection is well accepted. If the loophole of national security is being used to undermine the national will concerning environmental protection, a serious miscarriage of justice is being perpetrated on the entire nation.
The literature which will be reviewed in the proposed study will be sufficient in both bredth and depth to permit the development of an adequate theoretical framework within which to evaluated the research questions formulated for the proposed study. The sources of the works which will be reviewed will be college and university libraries, major public libraries, and governmental archives, where such archives are accessible. A working bibliography of works which will be consulted is provided at the end of this proposal. This working bibliography is in addition to the bibliography of works cited in this proposal, which immediately precedes the working bibliography.
The data required for the proposed research study will be collected through a review of relevant published source documents. No quantitative analyses will be performed in the evaluation of the research questions formulated for this study; therefore, no questionnaires and tests will be used for purposes of data collection or analysis.
