. The local ethnic group model finds that organized crime is characterized by an informal network of associations at the local level, often made up of individuals or similar ethnic origin. An individual is able to have access to certain illicit activity because of his or her connections to other people and groups. The structure of organized crime is based not around structure as such but around function, functions within a local group of members of the same ethnic derivation. This suggests that controlling organized crime will be difficult because removing the leaders will only cause those lower down to shift to other connections and other patrons. The traditional view holds that organized crime is a national conspiracy controlled by one large group. Control is thus more possible by attacking the controlling group.

White collar crimes such as those in the medical profession are often ignored because there is a network of professionals overseeing the medical profession which tends to protect the offender as a way of protecting the image of the profession. They are also opposed to what they see as outside interference in their profession and in its self-regulation. Professional organizations stand as a shield for the wrongdoer just as they stand as they are intended as a protection for the innocent. In society at large, there is indeed an assumption that those in the professions have integrity and must be law-abiding citizens.

There are certain primary assumptions in classic strain theory. One is that there is a universal emphasis on success and that this concept is internalized by people of all social classes, though the definition of what constitutes success may differ from class group to class group.
