It is involved in the Government's employment strategy for reducing unemployment, and serves as a coordinating link between the various governmental agencies and programs on labor and manpower. It has become the focal point for consultation, cooperation, and participation between the Government and employers' and workers' organizations in administering labor matters and human resource development.

The Ministry is headed by the Minister of Labor who is responsible to the Cabinet. The functions of the Ministry of Labor are carried out by seven departments and four statutory bodies. The seven departments are manpower, labor, industrial relations, registry of trade unions, industrial court, factories and machinery, and the National Industrial Training and Trade Certification Board. The four statutory bodies are the Social Security organization, the South Indian Labour Fund Board, the Malaysian Migration Fund Board, and the Penang Port Labour Board.
