The western allies have significant advantages with respect to coal and nuclear sources (Goody, 1985). In running an economy and a military effort 4under wartime conditions, the petroleum and natural gas sources will be critical (Teller, 1979).

With respect to petroleum and natural gas reserves, the strategic nonaligned regions continue to be the Middle East, Africa, and Central America. Therefore, with respect to both production/consumption surpluses and reserves, the strategic importance attaches to the same regions.

The crucial energy import source for the United States is petroleum. The existing petroleum import patterns indicate that the United States remains heavily dependent upon member countries of the Organization of Petroleum Exporting Countries (OPEC)5
