A primary concern in terms of Latin America's economy is the debt crisis which is currently taking place there. In describing the U.S. national security strategy, former President Bush (1990) has noted that out of control debt "is a tremendous burden on struggling democracies and on the ability of many friendly countries to maintain their security" (p. 21). The debt crisis is also responsible for discouraging additional foreign investment in Latin America (Woerner, 1989, p. 333). This further undermines economic development in the region because investment is required for stimulating growth.
